Text Outlining
Sometimes when you select an outline for your text in PSP, the outline takes up all the text. This is because some fonts are smaller than others. There are ways to creat even borders around text and still being able to see the inner colour.
First open or create your image in PSP. Click the text “A” tool. Do not select a border colour. Other colours and fills do not matter at this moment. Make sure antialias is checked and floating is selected.
Place your text. It must be in the place you want it. After this it cannot be moved.
Go to Selections > Modify > Expand. Type in 1 for the smallest outline, 2 for bigger etc. I typed in 1.

Flood fill the selection with whatever colour/fill you’d like.

Click the text “A” again. Set up your text with just the inner colour. Position it over the expanded selection. Apply any effects you want.
